John Head is the Robert W. Wagstaff Distinguished Professor at the University of Kansas School of Law. He has been awarded two Fulbright fellowships, for teaching and research in both China and Italy, and has written widely in the areas of international and comparative law. Xing Lijuan is an Assistant Professor of Law at the City University of Hong Kong School of Law.
If you want information that will give your minister a run for his money (because of the issues this brings to light) this is the book for you. Revealing who we think is the murderer followed by a twist revealing the actual murderer is entertaining, and many authors have used this method successfully. The book is a great study guide for the IIS exam. Few implementation details provided.

Secondly, lucky people tend to work on their judgment (a hunching skill) which improves their odds of making good judgments as they encounter opportunities.
